Marc Thibodeau, M.Sc., CRIA, ECH

Marc Thibodeau is a seasoned Human Resources Professional and Senior Executive with over 32 years of experience mostly with the federal public service. He acquired a broad range of experience and expertise in the areas of labour relations, compensation strategies and tactics, collective bargaining as well as Strategic Program Governance and Management.   His extensive understanding of these areas allows Marc to quickly understand challenges and develop efficient and effective solutions for his clients.

Throughout his public service career, Marc occupied several positions of increasing responsibility, establishing programs and leading the resolution of complex and sensitive issues ranging from the development and implementation of collective bargaining strategies to the management of recourse files before tribunals and courts. He also contributed to the professional development of many labour relations advisors through the implementation of structured development programs, coaching and mentoring.

While defining and representing the employer’s position is one of his strengths, Marc’s true passion is establishing cooperative working relationships with stakeholders and building trust and respect.

He is an accomplished labour negotiator, having acted as the Treasury Board of Canada Secretariat spokesperson for multiple renewals of collective agreements for most bargaining units in the Canadian Core Public Administration.  In his former role as Director General, Labour Relations and Compensation at the Canada Border Services Agency, he made great strides in improving the labour relations climate. Through his leadership, the number of active grievances and litigations against the CBSA saw a marked decrease, while awareness of integrity and values and ethics increased at all levels. In addition, Marc succeeded in developing and implementing the CBSA strategy to deal with employees’ human rights-based limitations (Duty to Accommodate) as well as the organization’s policy on the use of intoxicants in anticipation of the legalization of the usage of cannabis for recreational purposes.  Marc also led several Agency-wide efficiency reviews culminating in the implementation of National Functional Service delivery models for internal services.

Over the course of his career, Marc has led or conducted various investigation processes involving breaches of the Code of Conduct as well as harassment and workplace violence.  Since retiring from the Canada Border Services Agency, Marc has continued to be involved in these types of files and has qualified on the Public Service and Procurement Canada Standing Offers to conduct these types of investigations.

In the fall of 2019, Marc created Spectrum 360 LR-RT to assist public and private sector organizations in the resolution of Human Resources and Labour Relations.  Since launching Spectrum 360 LR-RT Incorporated, Marc has managed over 15 workplace investigation processes, the majority of which involved misconduct, harassment or workplace violence.  In April 2024, Marc obtained the certification of “Harassment Certified Investigation (ECH/HCI)” following the completion of a rigorous qualification process that involved both classroom training and case work.  The certification was awarded by l’Ordre des Conseillers en Ressources Humaines Agréés (CRHA) of the province of Québec.

In addition to being a sought-out advisor, coach and mentor, Marc is a regular speaker and presenter at conferences, seminars, and workshops.  During his Public Service career, Marc has appeared in front of Parliamentary Committees on several occasions.

Marc holds Master’s and Bachelor’s degrees in Industrial Relations and is a member of l’Ordre des Conseillers en Ressources Humaines Agréés (CRHA) of the province of Québec.




Jean-Stéphen Piché, M.A.

Jean-Stéphen (JS) Piché worked for the Government of Canada for 32 years, culminating in the position of Senior Assistant Deputy Minister.  JS has a wealth of experience in human resources, financial management, strategic policy and operations across several departments.

Over the years, JS developed a deep expertise in managing a variety of complex HR situations, including executive performance management and union-employer relations management.  He has expertise in all facets of organizational management including governance, financial realignment, and operational delivery. JS has worked in the sphere where government intersects with Crown corporations, professional associations, and the private sector. He has led transformation initiatives and organization renewal at the most senior levels.

JS has held senior executive positions at Library and Archives Canada, Canadian Heritage, and the Canada Border Services Agency, where he was Vice President of Human Resources and Strategic Policy.  He holds a Master’s in Canadian Economic History from the Université de Montreal.
